Access to Meta Business Manager and the Meta App on the verified number
WABA ID, Phone Number ID, and App ID (not the display phone number alone)
A dedicated System User access token with whatsapp_business_messaging for your internal tool
Written confirmation that your internal API can use the same number without breaking the existing API
How webhooks will work — separate app, shared endpoint, or events forwarded to you
Rules for message templates, test numbers, and outbound messaging approval
Who handles opt-in, consent, and data protection for WhatsApp messaging

Ask this first: The verified number is already on another API — can we connect our internal API to the same number without disrupting production? They may give you access to the existing Meta App, a second app on the same account, or a shared middleware API.
